[Xbox One Series X] Shipments giving lowered output after creating new character

I've been keeping track of my shipments all league, and I noticed that in the last week, my yields have been much lower. I started 3 shipments from my high level character, then created a low level templar. I logged in the next day to pick up the shipment rewards using that templar, but the rewards were significantly fewer and lower quality than I expected.

I chalked it up to him being a low level, but ever since then I've only been shipping from my high level character, as well as picking up shipment returns using him, but I'm still getting lower yields than expected. This has made playing essentially SSF really difficult.

After deleting that new level 7 templar (the only other character I have this league), shipment yield has returned to what I expected. Not only that, but the Admiral never showed up until I deleted him.

Data: 85 shipments, with the last 14 being much lower yield than expected. After deleting, the next 3 shipments caused the Admiral to show up again and yields went back up.
