Volatility cooldown is not 0.1s
The Volatility tooltips states that stacks can only be gained every 0.1s. The actual time seems to be higher though.
To confirm this I tested Volatility using Volatile Power support on different fast hitting crossbow skills in combination with emergency reload. If volatility only had a 0.1s cap, you would expect for an empowered mag with 18 rounds to provide 90 stacks at 0.1 attack time (or 0.11 fr the sake of preventing rounding errors) but only provides 55 stacks which means some volatility gets lost to attacks before it can be gained again. Slowly increasing the attack time of the skill, provides more stacks. At 0.13s you gain 80 stacks from an 18 round mag which means the volatility cooldown must be higher than 0.13s. At 0.14s you finally gain the full 90 stacks. This means that the actual cooldown between volatility stacks is NOT 0.1s but more along the lines of 0.14s. That's 40% more cooldown.
