Herald of Thunder Won’t Activate

As the title says. I toggle herald of thunder on. But when I go back to my game my spirit still says 30/30 and the herald is not on. I meet all the requirements to use it. I have tried restarting the game. I have tried removing the skill gem and reslotting it. It currently has no support gems.
