Herald of Justice Packs

I see that you can "upgrade" supposedly from the same pack if you want more. I'm kind of short on cash atm, but I do want the hideout but was looking at buying the $60 pack to get some coins for the new tabs as well as the costume, but I saw the disclaimer of something like 80% value of a pack. Does this mean if upgrade from the $60 > $90 I won't get the rest of the 300 coins?

you'll get 300 coins when you upgrade 60 > 90
