Upwelling + Purity of Ice

Not sure if this is intended:
I'm running Purity of Ice on my Scepter + Upwelling II.

Potential Issue: The buff works (according to tooltips). The buff does not consume spirit - basically free + 50% dmg (while not on full mana).

Bumping this, noticed the same with Upwelling I + Lv9 Purity of Lightning scepter. I haven't verified the damage buff is applied, but spirit is certainly not being reserved.
