Controller R2 button does nothing

Problem:
1. R2 on dualsense stopped working despite any possible binding.

Troubleshooting:
1. Other games r2 works fine.
2. PS app detects r2 being pushed.
3. Tried multiple binds, nothing works
4. Tried reconnecting, rebooting
5. Tried different controller types and removed auto detect.

If I put anythign other than cycle activate secondary skill set the button doesnt do anything. Same with L2.

Wanted to bump this as I'm having this issue sometimes, my current setup is:

1) Steam version is the latest, the issue happened all this week since the new season launch intermittently but day 1 of league launch it was not working at all like now.

2) I'm using a dual sense ps5 controller both wired and wireless with the latest firmware update by the app playstation accessories.
3) Not using DS4WINDOWS
4) Both with steam input enabled/disabled the issue happens
5) Either by hard setting controller or autodetect this does not change the outcome.

What is happening all the time is:

1) Game is set to open for controller UI by default but also if trying to change it after opening it doesn't matter
2) All binds work except R2 that *sometimes* won't work.
3) Restarting the game does not fix it reliably but sometimes after multiple restarts it will work for a day or two and then break again
4) Tried verifying the game files and re-pair the controller and use it only wired, R2 is still not working
5) R2 works in every other game and is bound correctly in steam input if steam input is enabled
6) L2 works fine for me for swapping the hotbar, not tried with other binds
7) Tried to assign other skills, restart the game, test the keybind, won't work, change the ability on r2, restart, won't work.
8) Keybinding R2 to switch set of action bars makes it work, meaning it's binding a skill that doesn't work reliably (I was using contagion but any skill won't work)

This is kinda annoying cause I really like to have some niche spells on R2 and it used to work from day 2 of the league start (but was broken on day 1) and it broke again today after working all these days in between, not sure what changed but I cannot get it to work again
