Crossbow Explosive shot consumes fully broken armor debuff for no reason

As per the title, explosive shot consumes fully broken armor debuff on enemies, but as far as i know it shouldnt - theres nothing in the explosive shot gem description that states that it will consume it. I also dont use any supports on explosive shot or any secondary effects that would cause it to behave like that
