Second wind III restore life bugged

Second Wind III support gem tooltip has this line:
Restore 2% of maximum life on use per one second cooldown of supported skills

This currently is not working (at least with Convalescence)
Convalescence has a base 30s cd + 20s = 50s with Second Wind III but on use does not actually restore any health

Can confirm, this is not working on Convalescence. It is working for me on Time Freeze.

this is still not working. (At least for some skills which it says it should work with: Lunar Blessing & Arctic Howl)

bump the character regen rate stays the exact same when I trigger on lunar blessing
