Bind Spectre doesn't work in Act 4

Level 12 Bind Spectre gem. Works in Act 3, works in Holten, but when I use the gem while in Act 4 none of the corpses around me are raisable (the little popups that would appear above corpses with the corpse name and spirit requirements don't appear) and I can't use the skill on any targetable corpse.

This isn't just the new monster types, monsters from previous acts such as the Scorpion Monkey aren't raisable in Act 4 either.

Same problem on PC.
