Are the two Goblin skins available from the mystery box gender locked?

If we get a male goblin skin, can we use it on female chars etc? An d are there vocals to go with the skin? Thanks

You have to read between the lines. If there were different gender skins, they would have been featured in the reveal video, as would any kind of voice acting (which would have been ridiculously expensive and hard to implement).

So, you will always be a generic male-ish goblin with your original character's voice. Lame. ='[.]'=

There is no separate male and female goblin skin - it is a generic skin only, and no voice lines as it is just a cosmetic. It works on all characters.
