Frozen vs. Consume Freeze interaction

I was wondering regarding the order of effects of freeze and consume mechanic since
I couldn't find a straight answer elsewhere.

When is the consume mechanic calculated?

I'm running permafrost crit build and those nodes, damage vs. frozen, ignore resistance vs. frozen monster look very apealing but I know if I get the bonus.

For example: first freezing mobs then consume freeze with frag. round.
Does damage vs. frozen and other bonuses get calculated in the final impact?
