How are Lightning Conduit/Comet getting casted?

There's no way these are meant to be hardcasted with these absurd cast times. I'm in danger due to being stuck to the ground, 50% of the time a white mob knocks me out of the cast and it goes on a giant cooldown, and the windup is so long a huge chunk of my setups are being burned.

I tried cast on ailment and cast on crit but they're charging very slowly (maybe 1 or 2 times a map unless there's a boss). Am I playing this wrong or are they just terrible because of what happened to trigger spells?
