Notable Atlas "The Way Forward"

Atlas shows up after allocating the 10/10 boss atlas tree. The problem is the atlas is unallocated, but when I remove my atlas point from the main tree Atlas, "unallocated" is gone from the notable atlas. Is it a bug? Does anyone know the function of that Atlas?

THe word "unallocated" is a bug, it is still count as allocated
If atlas node active when you kill Citadel Boss the fragment become corrupted one like "Primary/Secondary/Tertiary Calamity Fragment"

Same question and situation

Couldn't find info about this, but isn't this for t2 arbiter fragments?

I was able to complete the full atlas tree (minus "The Way Forward" at the top), killed the Uber Arbiter (yes on the first run as I know if you die that the subsequent attempts are not "uber"), and still no way to complete "The Way Forward" at the top.

I next hunted the map for all the unique maps, completed them all.

No questline in the "Quests" section to detail how to do it.

I'm at a loss. I'm a completionist who just wants to complete this character for the season.

Please help.

From what I know if you fight the citadel boss and have a primary,secondary and tertiary frags as drops and fight the uber arbiter that means the notable is functioning as intended.The mark"Unallocated" is indeed a bug.
