Second Wind III does not restore life when using the supported skill

It's supposed to restore 2% of max life per 1 second of cooldown on the supported skill. My Convalescence has a 38 second cooldown, so it should restore 76% of maximum life, which would be very obvious. It doesn't restore any life.

Still an issue when trying it out on the Druid with the Lunar Blessing skill.

" I'm wondering if this is related to the fact these skills don't actually go on cooldown until their effects are over. It's possible the life restoration is happening at that point? Which would make it very useless as a proactive benefit of using the skill. |
