curse does not affect enemies

curse does not affect enemies.
Blasphemy + Temporal Chains : has the visual effect, purple circle under my feet, but Temporal Chains does not actually influence enemies.
When I turn off Blasphemy and manually cast despair, it has no effect on enemies.
I tried turn off/on Blasphemy, refund all curse nodes, cut a new Blasphemy gem, but nothing helps
