Herald of Thunder/Piety inconsistent ailment application.

Currently, Herald of Thunder + Cold Attunement + Freeze + Frost Nexus does not trigger Frost Nexus on targets who are hit with an attack that would have been lethal, but was prevented from killing with the Piety support gem.

So striking someone with Mace Strike + Piety + Elemental Focus
which triggers Herald of Thunder + Cold Attunement + Freeze + Frost Nexus
currently does not trigger Frost Nexus, implying that Herald of Thunder is possibly not freezing the target. However, when you hit a enemy with a non-lethal amount of damage, everything behaves as expected.
