unable to Socket Sacrifice skill gem.

I can socket lv 18 skeletal brute to my skills, but im unable to socket "sacrifice" to my skill, wanted to test if I can use my minions as corpses...
the error is "requirements not met" even though I don't use weapon sets, and I have enough intelligence.

I even tried a lower level skill gem (lv 14) and it also say the same error

Same here on PC.

Just levelled to 58, got 103 int as required for lvl 14 sacrifice.

When I click the gem it highlights a socket, but when I go to place it nothing happens and it wont socket. No error messages or anything.
