Unable to Cast Lightning Warp When Fighting Zahmir the Blade Sovereign

I’m playing a build that uses Ball Lightning and Lightning Warp as a combo.

Right before the fight with Zahmir the Blade Sovereign, there is a pre-fight animation or cutscene. After this animation ends, I find that I’m completely unable to use the combo — I can cast Ball Lightning, but Lightning Warp no longer works afterward.

I’ve tested this fight three times now, and the issue happens every single time.
This problem only occurs during the Zahmir boss fight — other bosses work fine.
