Auction shop

I am at my hideout I did the cave quest then I speak with Ange and there is no option for shop. I bought a merchants tab after I went to the website to find my normal bags the option to upgrade is not available.

Assuming you're not in SSF..

You need to swap your hideout to the new Shoreline Hideout, speak to Ange there, then you'll be able to utilize her services in any hideout of your choosing.

I do agree that the initial unlock and access to the market should be available from your designated hideout, but that's unfortunately not how it's currently working.
