Ritual alters didnt spawn in abysal map

I was in a tier 11 Steaming Springs map: Atlas had Abyssal, Ritual, Expedition and Breach rolled on the atlas location.

Everything but the ritual alters spawned, ritual was still visible in the extra content and map info section but no alters or ritual trade window was available to use.
