Will from set 1 and 2 gets counted as one

I am using 210 will on m first set and 60 on my second set but if i use these 60 from my second set only 150 will gets used in the first set so 2 herolds just vanish even though i activated them

First set: CoC,Ice Herald,lightning herald,ghost dance,mana leftovers

Second set: sacrifice

And no it doesnt have anything to do with switching weapons or smth
