Bug Report ID: #1940456555 | 0.31 Organised Forces only works when map boss icon is already on atlas

Organised forces is supposed to +1 level to non-irradiated areas if you use an overseer tablet since there's a boss to empower every map.

But currently, it only works if there's already a powerful boss icon on the atlas and you can see it indicates a level 80 zone with a T15 map placed before attempting the map.
