Interlude The Bazaar of Khari Refuge - You do not have the required mission status.

I'm not sure what I did wrong, but I can't go to the O Bazar Khari map. It says, 'You do not have the required mission status.' Even if I clear the other two Interlude maps, I still can't go to the Refuge map. This only happens with my only character that I play on my PC. I play couch co-op with my brother, I talked to all the NPCs in the Refuge, and then I left. Please help me, I try everything, and it's still not working. I have over 1000 hours of gameplay and 7 characters in this Abyssal league. I really like the game, but I can't progress.
