Unable to get more than 1 wisp per map even with all wisp passives allocated

Using all wisp passives I am only ever able to see the one guaranteed wisp via powerful boss tree. The southeast atlas tree for wisps do not seem to increase the appearance of wisps at all. Previously would see 3-5 wisps when taking all of these nodes, now see only the 1 guaranteed and no more.

Even using tablets with 400, 500, 600% increased chance to see wisps - still never see more than 1 per map. Is this intended?
