Major Screen Tearing

I have been playing this game a lot recently and had no issues. I hopped on today and out of no where no matter what my graphics settings are, the game is unplayable. Frame rate in the teens, major screen tearing both vertical movement and horizontal. Never had issues until today. Currently have 217 hours into this game. I am running an AMD graphics card and cpu.
