Kalbala clan relic in Act 2 not dropping

I have recently created a new character and once I got to act 2 I never got the kalbala clan relic to drop. I have since gone back and cleared Keth 10+ times and it still hasn't dropped. I have never encountered this before on any other characters as it has always dropped straight away.
