Late game character cannot interact with stuff in act towns

Problem: I've lately had some problems with towns in any act as when I join the town I cannot interact with the waypoint, stash, guild stash, reforging bench, salvage bench or any path forwards or backwards for example act 3 town I cannot go to the jungle ruins, sandswept marsh, through the gateway, the drowned city or the temple of kopec. The only thing I can interact is the vendors. Hideout has no problems at all.

The first time this happened I believe I was returning from the Well of souls when I accidentally hit the return to Town rather than return to hideout. It has not fixed itself even after restarting game. This only seems happens on 1 character because if I change my character everything works fine.
