No Citadels

I had 3 citadel in my map device, but i fail 1 and now for 3 days i'm going from tower to tower, looking for citadels, but there are non.
Even if i do another character, the stary is the same, because the map device is the same.
From the patch with tower change i didn't see any new citadel.
So i'm not happy to say, but the end game for this is ...NOT!

I have never seen a citadel ever, cleared all the way the Tier 16, cleared all Tier 3 bosses, yet still none. Jokes!!!!

I thought you could see Citdels with a red or blue beam even with the Fog there. Maybe that changed or I am not remembering correctly
