you do not have the required quest state

After completed 2nd and 3rd part of interlude,
I was unable to teleport to the 1st part of interlude.
It said You do not have required quest state.
Talked to hooded one, there was no option to teleport there either.
Please help, as I am stuck in campaign and can not proceed further.
