Frost Bomb Exposure doesn't apply when wielding quarterstaff

Hello,

Frost bomb exposure currently does not apply when casting while wielding a quarterstaff. Tested in both weapon set 1 and 2. Not impacted by anything else from what I can tell.

Edit: Also doesn't work with spear. Might be all martial weapons? Doesn't seem intentional as it would make more sense to disable spells rather than one specific component of the spell.

It's not a level issue. I'm using it on a caster with quarterstaff as the secondary. On weapon set 1/2 with wand the exposure is working properly. On weapon set 1/2 with quarterstaff the exposure doesn't work. Gem is at level (lvl14 during early maps).
