Arc Not Chaining Correctly

Arc feels bad to use becuase every so often it just fizzles out and doesnt chain. ie a group of small enemies clustered, hit with infused arc froom within mana storm and it hits one enemy and goes no where.

I'm not sure why it's happening but it just feel gross to use right now because of this. When it works and chains it feels great. When it hits one target and stops it does not.
