this is by design.
The T2 life leech modifier has ilvl 38 whereas the T3 cold resistance has ilvl 60. Omen of whittling does not remove the lowest tier - but the lowest level. you can check the levels of tiers for example here: https://poe2db.tw/us/Rings#ModifiersCalc |
