Resonating Shield , Defy II Support Gem with Constricting Command

Hey,

could you please look into this, the Defy II Support Gem is not working within this Resonating Shield Skill, I wear the Surrounded Helmet, the Skill should be working all the time, even if Mana is insufficient, but its not working, I have to spam my mana flask all the time.
