Khari Bazaar Quest State Bug

I was playing co op with my buddy. My character Ligahoo and Mode Lanmo. Ligahoo is already in Khari Bazaar and Lanmo hadn’t talked to the hooded one to travel there. When we logged in it took us to Khari Bazaar . He spoke to the Asala and Risu for the quest and when we went to enter Khari Crossing it stated he doesn’t have the required quest state. On solo the character can not travel to Khari Bazaar. The hooded one doesn’t offer and option to travel to Khari Bazaar anymore. I’m not sure what to do.

My other character is now telling me I don’t have the required quest state quest state to enter The refuge on Solo.Sorry if I posted this update wrong.
