How to fix missing visual effects?

i dont remember when it started but when i shatter enemies with cold damage they no long turn into ice chunks and instead just disappear. I also tried the supercharged slam skill today and it's spikes from the shockwaves were invisible about half the time.

Is this a bug? or do i need to change a certain setting or something to fix this?

I believe it is a bug, many people reported it in the bug section.
