Freezing shards staves do not get the 10% gem quality from Dialla's Desire.

I should be at 44% quality on skill as Gemling, but I am now. The tool tip does not show the levels it gains from cold mastery or Dialla's Desire but it gains the levels. I thought this was the case for the quality but when I fire, I only get 6 projectiles when I should be getting 7.
