Lament Crossbow shoots slow

When i'm at full health the lament works fine but when i go to low life it shoots real slow and makes my lich build unusable. Is there a fix to this very slow reloading? Is it a bug or did i waste all this time and divines for this weapon and build?

This seems like it should be in the early access bug reports forums, which are for PoE2.

This forum is for the PoE1 console versions

Don't know if you or a mod can move it, but look for

or the equivalent Xbox one
