i can't test in game now. So. I wonder does "Increases and Reductions to Spell damage also apply to Attacks" of this helmet works with MORE spell damage or only increase?

Only increase and reductions.
An item would need to specify more and less modifiers to work with said modifiers. |

PoE is very specific with the wordings when it comes to increase vs more.
