Game bricked at act 2 massive bug

On ps5, game crashed when turning in the mastodon tusks. Now I cannot receive horn to dispell sandstorm. Quest log has reverted to telling me to get the tusks and go to buried shrines but neither quest items can be gotten again. My entire character is bricked.
