Quimah Reservoir inaccessible - portal is missing

While the dude was activating the altar to open the doors to Quimah Reservoir, I left to clear rest of the map and when I returned the doors are open, but the portal is missing.

For now, I cannot progress any further, tried to open new instances, login, but it doesn't work
