Ferocious Roar delayed in wolf form

I was trying to use ferocious roar in wolf form with several warcry speed and skill speed nodes but it is incredibly slow while in wolf form, like the nodes didn't work or maybe like there was an added base time when trying to change form.

If i'm using refocious roar while in bear form it's fine and working as expected, it's only slow while in wolf form.
It's way faster to use maul to change into a bear and then use ferocious roar as a bear than to try using ferocious as a wolf, I don't think that is intended.

I also tried arctic howl but it's working fine in either bear or wolf form.
