Gem studded (Gemling Legionnaire) node: Blue color not working anymore

So I've been league starting on 0.4 Last of the Druids league as a Gemling Legionnaire and I have huge mana issues and was really surprised as to why since I run Gem Studded and have an equal of blue, red and green support gems as I did last league.

I ran some tests and the green works fine, I have no idea if red works since it's not easy to test but blue really doesn't seem to do anything on my character. I'm using werewolf and crossbow skills and whether I have most blue, an equal amount of blue as red and green or not doesn't change any mana cost. They are still as expensive and I go out of mana very fast sadly.

I tried a bunch of different ways, on multiple skills and the mana cost is just as high no matter what. Green works as intended (very noticeable).
