Loading takes forever, help!

Loading screen from character select to spawning in any town takes about 4-5 minutes. after that loading into a zone besides public areas takes about 1-3 minutes. I've cleared out shader caches, updated drivers (cpu & gpu). swiched between vulkan and dx 12. turned off multi-threading and so on.... HELP!!!
