disciple of varashta weapon swaps when I try to use a skill that is on cooldown

I am playing disciple of varashta and I noticed that I am swapping to my second weapon set when I use Kelari's Deception one too many times. It happens specifically when I try to use the skill without any charges left. Ruzhan's reckoning is the same. Frost bomb does not do this. There is no way this is the intended functionality of this ascendancy. This should be fixed.
