Bug or Working as Intended ?

In weapon set 1, I have a 1h rare mace that I use for map/clearing.
i use the skill speed, 1 extra poison, and 13% extra chaos damage - for my 3 runes in it. Shield in off hand In weapon set 2, I have a unique 1h mace that i use for bosses or rare monsters (Nebuloch). to guarantee that crit hit. I also have it spec'd out to use the same, skill speed, 1 extra poison, and 13" extra chaos damage- for my 3 runes. different shield in off hand. However with the new changes to the rune limitations, my 1h mace in my second weapon slot cannot be used, because i am already using the same runes in weapon set 1. I feel like this greatly reduces the need for "most" people to even have a viable use for a second weapon set if the runes you typically would need for a build are generally limited in scope and going to be similar, but you cant use more than one on most of the good runes. I'm just wondering if this is how it is intended to work with the rune limitations and utilzing both weapon sets. It's not like you can use both weapon sets simultaneously. You simply just switch back and forth between them as desired with how you want what skills to utilize what weapon sets. perhaps for some of these better runes, they need to come out with lesser versions of them so you can have the right type of runes socketed for a build.
