Artic Howl not freezing Bosses

Doing Hidden Grotto boss, on stream, showing my friend, I stop at like 80% freeze, I then use Artic Howl, nothing, both times, boss just ignores and keeps going.

Died on the first attempt because boss does not freeze and continues to attack,
