Twisters don't always spawn when using the skill

Occasionally when using the twister skill it will consume the whirlwinds from whirling slash but not spawn any twisters.

Most noticeable on narrow uneven corridors like Act1 mud burrow, but I have noticed it in other situations when next to walls as well.

I think the twisters are either trying to be spawned inside terrain, or colliding with small floor objects preventing them from appearing and moving away.
