Decimating strike does nothing on Monsters from some Abysses in maps

It either works for all monsters from Abyss or for none. This means when map contains 2 Abysses, one of them will be immune to Decimating strike (and whatever else, I dont know)

it was working fine before I stated taking Abyss Atlas passives. Currently have one that adds additional Abyss to the map, and Sprawling Rupture

I am no longer sure it is related to atlas passives. I specced out and problem persists

Still think it sometimes works, but most of the time does not. I can clearly see monsters on full life with damaged energy shield (I use no DoTs whatsoever)
