Foci modifiers not rollable or incorrectly designated on trade site

Faster start of energy shield recharge and Increased energy shield recharge rate cannot roll on foci at the item levels indicated on the trade site. Recombinator probabilities also reflect that.

It seems there were undocumented changes made to these two mods that aren't reflected on the trade site or there was an unintended change made to the item level requirement for the tiers of these two mods.

This might apply to all bases with these mods.

Edit: After further investigation it seems that both mods have a minimum item level requirement of 30 for their two bottom tiers. That's the case for all bases. I would guess that's also the case for deflection and armour applies to elemental damage.

However, for the purposes of whittling omen, item level 1 and item level 16 are used, which matches the trade site information.
