Bear not generating Endurance Charges

Hi, I recently upgraded my weapon and since then my furious slam does not generate any endurance charges when Rage is spent. However if I switch it over to my second weapon set ( used for warcrys) then it starts generating endurance charges. This is making my upkeep of endurance charges challenging when using Charge regulation as my attacks are no longer contributing.
